The core idea behind representative government is that it enables all sections of society to have a say in the formation and conduct of government. This fulfils a basic right which all are held to have and, we have good reason to believe, makes it more likely that government will be carried out s in the interests of, and with the general consent of, the governed.Critics maintain that because our present system is insufficiently representative it offends against basic human rights and delivers the wrong kind of government: FPTP discriminates against smaller parties. A party with thin national support might poll a substantial number of votes but win very few to seats. Thus in 1983, despite the fact that 26 % of votes cast went to the SDP-Liberal Alliance and that the candidates came second in 313 contests, they won only twenty-three contests outright: 3.5 % of the seats in the House of Commons. Over a quarter of the voting population, therefore, received minimal representation.
